Capistrano Unified School District is a member of the Metropolitan Employees Benefits Association (MEBA), an employer/employee jointly managed benefits trust. The District’s medical benefits are purchased through MEBA. The current plans are underwritten by Blue Cross and Kaiser Permanente.
